Although we are roughly halfway through the COVID-19 pandemic, the United States and Brazil are making the first steps toward reopening, slowly and carefully. Both countries operate within Federalist systems in which state and local government operate with a significant degree of autonomy and sovereignty in determining policy. This is especially true for proactive and reactive COVID-19 policies. The State of New York and several other states have outlined and have started to implement the path of relaxation sheltering in place policies. Brazil states have started to do the same. Our panel discussed announced reopening policies and the immediate ramifications for the economies and workers.
