Resume Banco Estado de Chile – New York Sept. 2005 – Present Commercial Vice President & Relationship Manager Member of the management team that spearheaded the opening of the first U.S. Branch of the State Bank of Chile, a government international bank providing financial services to large Latin American corporate entities and institutional clients worldwide. Primary liaison between the Branch and the Head Office on all inaugural issues while developing and managing client relationships, creating and implementing Lines of Credit, issuing new Loans, hiring and conducting training, monitoring Credit and Operational Risk. Identified and executed several Branch projects, from simple process enhancements to strategic bank initiatives. Worked closely with regulators and attorneys to create and implement the Branch’s first U.S. governance framework. • Built and managed a US$ 2 Billion loan portfolio of trade finance and working capital solutions to clients. • Implemented the Branch’s credit policies and procedures framework according to U.S. and Chilean regulations. • Review, allocate and close all Branch’s bilateral, syndicated and participation lending in the primary and secondary markets according to the Bank’s Board of Directors’ approved credit limits. • Ensure that all loans purchased in the secondary markets are in accordance with the Loan Syndications and Trading Association (LSTA) Terms and Conditions. • Implemented the Branch’s Syndicated Loan Agency program, appointed as the Administrative Agent for all loan syndications and “club deals” where the Branch participated. • Ensure that the Branch’s syndicated loans are reported under the Shared National Credit (SNC) program, when applicable, and monitored via Debt Domain, Intralinks and FIS systems. • Monitor the portfolio’s size to comply with economic and industry concentration limits, inform and report to Head Office on loan balances, collaterals, provisions, and watch lists. • Coordinate and supervise the Branch’s annual Independent Loan Review program with Head Office, gather Borrower’s financials, credit files and underwriting for the review and issuance of the annual report. • Assist Head Office in determining the Branch’s monthly reserves and Allowance for Loan and Lease Losses (“ALLL”), determine the U.S. credit ratings based on Borrower’s financial performance and repayment capacity. • Supervise the proper and selective use of the Branch credit lines. • Implemented a unique database system that allowed the Branch to monitor its credit and loan positions while streamlining Head Office reporting. • Primary signer for all credit and operational activities. • Train staff on managing loan origination and servicing under the Branch’s lending program mandate. • Ensure that all loans have the required credit documentation with the agreed terms and conditions prior to disbursement (Bank’s Board credit approvals, Senior Management, and credit documents sign-offs, etc.). • Service the loan portfolio during its aging by setting and resetting interest rates, ensuring proper accruals, collecting funds, and properly documenting all repayments. • Ensure smooth and uninterrupted credit operations during remote contingency plan exercises (“BCP”). • Certify that all loans comply with State and Federal laws, as well as Branch’s policies. • Coordinate and manage the Branch’s Credit regulatory exams with the NY Federal Reserve Bank (NYFRB), NY Dept. of Financial Services (NYDFS). Answer questions, discuss findings, manage the proposed remediation plan, if any, on the final examination report. • Monitor and approve transactions under the Bank Secrecy Act/Anti-Money Laundering (“BSA/AML”) laws and under the Federal Financial Institutions Examination Council (“FFIEC”) guidelines. • Review suspicious activities to prevent Office of Foreign Assets Control (“OFAC”) violations. • Periodically investigate and respond to AML monitoring inquiries to Branch’s Compliance. • Review and sign-off on AML Client Reviews, perform enhanced due diligence on Politically Exposed Persons (PEPs) when applicable. • Manage all corporate client accounts (Deposit Accounts (DDA), Time Deposit investments, purchase of foreign currency exchange, FX) and the accurate confirmation and settlement of trades. • Recipient of 10 and 15-year of the BENY Commitment Service Award. In-depth knowledge of products, services, rates, terms, fees, applicable regulations, systems and procedures. • Ensured compliance with all established federal regulations including OFAC, BSA/AML, and Dodd-Frank. • Managed the accurate processing of wire payments in accordance with the Branch’s policies and procedures. • Managed the team responsible for servicing 15,000 clients, providing exemplary customer service by solving telephone and/or e-mail inquiries, requests, and problems. • Improved accuracy of the daily processing of transfers, deposits, and payments, while significantly reducing the number of errors by implementing new automated procedures to minimize the operational risk of manual entries. • Researched and provided solutions to errors which included those related to wire transfers and investigations. • Oversaw the implementation of a new banking system and related staff training. • Managed internal investigations, worked with auditors and examiners on independent reviews and regulatory exams. Significantly Improved automation of daily operations under limited budgetary constraints. • Drafted and implemented policies and procedures for client management protocols, conflict resolution, reconciliations, and transaction execution. • Collaborated with internal functions to identify areas of improvement of risks and inefficiencies.
